Prime Minister Narendra Modi on the ‘Rate My Government’ Survey in his Mann ki Baat, broadcast on 26th June, 2016.
On the occasion of completion of two years of the government, MyGov became the principal online engagement platform with the citizens. A specially designed micro-site https://twoyears.mygov.in/ was created where the impact of various governance initiatives in the last two years was reported back to the citizens in real time, keeping in tune with the true essence of Jan Bhagidari. For the period 26th May-24th June, 2016, this website became the default landing page of MyGov, while the regular activities continued on MyGov homepage.
One principal feature of the 2 Year micro-site was the ‘Rate My Government’ survey. This was in keeping with the true spirit of Jan-Bhagidari where the Government was not only reporting to the citizens the impact of its various initiatives, but was also seeking feedback from the citizens, in a direct and transparent way, on its various efforts.
Shared below is the process and the findings of the ‘Rate My Government’ survey.
The Process of Participation
A. ‘Rate My Government’ survey was launched on the two year micro-site on 26th May, 2016 and it closed on 23rd June, 2016. The link to the Survey (now closed) is: https://www.mygov.in/mygov-survey/rate-my-government/
B. Through the web, the survey was available in two languages – Hindi and English.
C. To facilitate widespread participation in the ‘Rate My Government’ survey, the survey was made also made available through phone from 8th June, 2016 and the survey through phone also ended on 23rd June, 2016.
D. Through the phone, the Survey was available in two formats: (a) Toll Free IVRS Number 1800-11-7800 and (b) Missed call number 9514 200 100. On giving a missed call on this number, the user would get a return OBD call which would take him through the survey.
E. Through the phone, the survey was available in 8 languages – Bengali, English, Gujarati, Hindi, Kannada, Marathi, Tamil and Telugu.
F. To participate in the survey, a citizen had to be a registered member of MyGov. Registration on MyGov can be done either through the web (https://auth.mygov.in/) or by sending details in the required format through a SMS on 7738 299 899.
The Survey Methodology
The survey was divided in two sections to seek comprehensive feedback from the citizens.
A. Section 01 had 15 questions in Yes/No response format. This section was designed to gauge awareness among the citizens on the basic features of some of the flagship schemes and programs of the government.
The Section 01 questions:
1.Do you know that Government of India’s Pradhan Mantri Mudra Yojana gives collateral-free loans up to Rs. 10 lakh to small business enterprises?
2. Are you aware of Government of India’s Pradhan Mantri Jeevan Jyoti Bima Yojana that provides life cover of Rs. 2 lakh at an annual premium of only Rs. 330 to people in the age group of 18 to 50 years?
3. Did you know that Government of India’s Pradhan Mantri Suraksha Bima Yojana (PMSBY) provides risk coverage of up to Rs. 2 lakh for accidental death and Rs. 1 lakh for partial disability at an annual premium of only Rs. 12?
4. Have you heard about Government of India’s Atal Pension Yojana (APY)?
5. Did you know that Government of India’s Pradhan Mantri Ujjwala Yojana will provide LPG connections to 5 crore BPL families?
6. Are you aware that 7,779 villages unelectrified since Independence have already been electrified by Government of India since 1st April 2015?
7. Have you heard about the Government of India’s Stand Up India policy for providing loans between Rs. 10 lakh to Rs. 1 crore to promote entrepreneurship among SC/ST and women?
8. Did you know that Government of India’s Start Up India policy allows Start Up companies to be registered in just one day with three year tax waiver on profit?
9. Did you know that Government of India’s Pradhan Mantri Fasal Beema Yojana provides agricultural insurance to farmers at premium of only 2% for Kharif and 1.5% for Rabi crop?
10. Have you heard about Government of India’s Electronic National Agriculture Market (eNAM) initiative which allows farmers to sell their produce anywhere in the country at the rates of their choice?
11. Have you heard about the Real Estate Bill that mandates timely delivery of houses, defines carpet area and gives industry status to real estate sector?
12. Did you know that government has constructed more than 1.92 crore toilets in 2015-16 as part of Swachh Bharat program?
13. Have you heard about Government of India’s Global Initiative for Academic Networks (GIAN) inviting the best global faculty to teach in Indian universities and colleges?
14. Did you know that over 20 lakh youth have already been skilled under Government of India’s Pradhan Mantri Kaushal Vikas Yojana?
15. Did you know Government of India’s Sukanya Samridhi Yojana promotes girl-child welfare by offering high interest rates on deposits made in the girl child’s name?
B. Section 02 had 15 questions seeking Ratings from Citizens, on some of the important initiatives of the Government, on a scale of 1 to 5 with 1 being the lowest rating and 5 the highest.

3.Please rate the government’s thrust in generating self employment through schemes like Mudra Yojana, Start Up India, etc?

6. Please rate the government’s efforts in delivering 24X7 power to all Indians?
7. Please rate the government’s efforts in creating a transparent and predictable taxation system?

9. Please rate the government’s efforts in creating a new world order through a proactive foreign policy?
10. Please rate the government’s efforts in improving the quality of education?

Transparency of Survey
A. The survey was available for any citizen to participate who was a valid MyGov user.
B. MyGov registration can be done through either the web or by sending a SMS on the MyGov number.
C. One user could participate only once in the survey.
D. To ensure only genuine feedback, IP addresses from which more than a specified number of entries were made in a given time frame, even if from different registered user identities, were blocked for a specified time period.
E. Unlike many surveys where the surveyor designs a sample with its attendant challenges of choosing a sample which is representative, the ‘Rate My Government’ Survey was open for anyone to participate thereby eliminating any surveyor bias.
F. The survey was adequately publicised through multiple mediums to ensure that knowledge about the survey spreads to all sections of the society.
G. Prime Minister Narendra Modi himself publicised the survey from his Twitter handle.
H. MyGov promoted the information about the survey continuously through its Twitter, YouTube and Facebook posts.
I. To ensure that the survey was available for anyone wanting to give feedback, MyGov advertised the survey link from its Facebook and Twitter page to ensure that it reached the timeline of maximum base of Indian users on social media platforms.
J. Digital banners were advertised on prominent websites to reach the large internet connected citizen base but who were yet not on social media.
K. The survey was available on phone to ensure that even citizens without internet access could participate in the Survey.
L. The survey was available in 8 languages, covering major geographic regions of the country.
M. SMS and email was sent to the entire Sampark Database of the Government with details of ways to participate.
N. Many National and Regional Newspapers, across the country, prominently headlined the news about the survey, thereby further spreading information that the survey was available for anyone to participate.
The Survey Numbers – Citizen Outreach
A. Web: 3,029,835 unique visits to site. Maximum traffic to the two year MyGov micro-site (where the survey link based) was was from websites related to rural employment creation.
B. IVRS: 796,020 attempts on the IVRS number
C. Missed Call OBD: 2,754,729 Missed calls
Total Completed Survey Numbers
A. Web: 49,371
B. IVRS: 26,335
C. Missed Call OBD: 193,128
D. Total Completed Survey: 268,834
The Survey Findings
A. The total count of the number of completed survey (through web, IVRS and OBD) was displayed in real time on the website as the survey progressed.
B. The cumulative ratings in percentage scale, for each of the questions in Section 02, from only the web respondents, was displayed in real time on the website where the Survey was hosted.
C. The combined ratings of all respondents, through the web and through phone (IVRS and Missed Call OBD) is displayed below.
Findings of Section 01 of Survey (Yes/No)
The responses aggregated from all streams (Web, IVRS and Missed Call OBD) in total percentage response for Yes and No.
Findings of Section 02 of Survey (Rating on Scale of 1 to 5)
The weighted average of aggregated responses from all streams (Web, IVRS and Missed call OBD) on a Scale of 5 and then converted to percentage scale.

MyGov was launched on 26th July 2014 by Prime Minister Narendra Modi with the explicit objective of promoting Jan Bhagidari or participative governance in all its dimensions. But why is participatory governance so important?
